Role: Principal Highways Development Coordinator REF 5262534
Contract Length: Until March 2025
Location: Hybrid/Gloucester - fornightly attendance in Gloucestershire  for site visits, officer meetings. Attendance at planning Committee meetings and appeals would also be required.
IR35: Outside
Pay Rate to Intermediary: £51.02 - £59.94 per hour

 

Spinwell is recruiting for a Principal Highways Development Coordinator for an excellent opportunity within the public sector.

 

RESPONSIBILITIES OF THE PRINCIPAL HIGHWAYS DEVELOPMENT COORDINATOR

To provide timely advice and recommendations to the local planning authority (County and/or District Council) making sure that the Highways Authority’s position is clearly represented. To provide direction and guidance to less experienced colleagues within Highways Development Management, so as to provide a proactive, effective and cost-efficient service. To provide a Highways Development Management perspective to the development of policy and strategy for the Local Transport Plan, and the Highway Authority. To facilitate economic sustainable development within the County in the context of the councils’ policies and strategies.

SKILLS/EXPERIENCE OF THE PRINCIPAL HIGHWAYS DEVELOPMENT COORDINATOR

  • Substantial experience in a public or private organisation dealing with Highways development management issues
  • Substantial experience in Highways Planning and Development legislation
  • Experience of public presentation at planning committees and planning hearings
  • Experience of negotiating complex legal agreements
  • Experience of engineering design standards
  • Experience of using transport modelling applications
  • Experience of working within a political environment or in supporting Local Authorities
  • Experience of preparing reports for technical appraisal and public review
  • Excellent communication and interpersonal skills
  • Highly effective negotiation skills
  • Manage staff, organise and delegate/allocate workloads and resources to achieve desired outcomes
  • Ability to interpret complex transport modelling techniques and results
  • Ability to Interpret and implement contemporary transport policy
  • Proven understanding of highway engineering and design standards, and the ability to translate and communicate these to stakeholders
  • Ability to take an overview and make accountable decisions based on professional knowledge
  • To understand the financial and social implications of providing economic sustainable development
  • Ability to demonstrate resilience in a highly demanding environment.
  • Recognises the need to provide sustainable development including climate change adaptation through prioritising active travel modes and low carbon infrastructure
