Pay Rate to Intermediary: Up to £354.29 per day

 

Spinwell is recruiting for an Operational Delivery Programme Lead for an excellent opportunity within the public sector.

 

RESPONSIBILITIES OF THE OPERATIONAL DELIVERY PROGRAMME LEAD

The Programme is delivering a new state of the art mental health hospital for working age and older people. The new hospital is currently in construction on a greenfield site in north-east Bexhill. The opening date is planned for spring 2026

The new hospital will provide 54 inpatient beds, indoor and outdoor therapeutic spaces, fresh cook catering, a neuromodulation suite and office space for clinical staff

To lead on all aspects of operational delivery for the programme of work to transition inpatient services from the Department of Psychiatry, in Eastbourne to the new hospital in Bexhill.

To be responsible for the development and delivery of the operational programme to ensure effective preparation and transfer of services to the new hospital including workforce preparation and training, familiarisation for staff and service users, strategy for equipment procurement and provision, development and implementation of operational policies and procedures.

The postholder will be required to provide leadership, engagement and support to clinical and support services to ensure delivery of cultural, technological and organisational change. The post holder will need to work in partnership with clinical leads and clinical staff at all times throughput the programme.

 

SKILLS/EXPERIENCE OF THE OPERATIONAL DELIVERY PROGRAMME LEAD

  • Extensive knowledge and expertise across a range of clinical and managerial service areas within the broad spectrum of health and social care
  • Programme / project management experience of large scale projects
  • Demonstrable management experience at senior level, within a health or social care setting with full responsibility for staff and budget management.
  • Demonstration of implementing a new service or substantial service reconfiguration
  • Previous involvement in major capital projects involving new or changing service.
  • Successful track record of implementing organisational and service change, clinical and non-clinical.
  • Experience of delivering organisational change management programmes through a structured project management framework
  • Experience of development of formal Business Cases and Tenders to support service development
  • Experience of delivering patient services through collaborative working with senior clinical professionals and alongside executive teams
  • Experience of performance management of service delivery, staff and processes to ensure local and national targets are achieved
  • In-depth knowledge in a range of professional management areas, e.g. clinical service delivery and performance, workforce planning and staffing, finance, business processes/systems
  • Knowledge of performance management methods/procedures
  • Knowledge of Gender Sensitive Services
  • Detailed understanding of the use of Information Management and technology to support improved and modern delivery of patient care services.
  • Clear leadership skills with ability to build and maintain effective relationships across diverse range of colleagues and agencies.
  • Ability to lead and drive programmes of service change.
  • Well developed influencing skills
  • Able to handle contentious/sensitive issues within a complex/diverse stakeholder environment
  • Able to motivate and engage team commitment.
  • Ability to identify and manage moving/conflicting priorities to meet service delivery requirements and organisational change demands
  • Highly developed planning & organisational skills
  • Well developed analytical and problem solving skills
  • Excellent written and verbal communication skills, including report writing and presentation skills at a senior level
  • Advanced IT skills and experienced in using a range of software packages, including Microsoft Office, Project and Visio.
